Vladimir Osechkin of Russian prisoner rights group Gulagu.net said members of the Wagner Group whom he has contacted have confirmed that he (Prigozhin) was killed in the crash.

“They are all in shock. The commanders don’t know what to do and what to tell their fighters. Everything was centered on Prigozhin and his connections,” Osechkin said.

He said it was unusual for the group’s top commanders to fly on one plane and quoted Wagner sources as saying they were on their way to what they thought was an important meeting about the group’s future.

“They believed — and they were told — that they would be working on some kind of big important project, and they believed that they really had agreed with Putin.”

Prigozhin is presumed dead after a private jet he was traveling on crashed in the Tver region outside of Moscow on Wednesday, the Russian state media outlet TASS reported.

A person close to Putin, who spoke on condition of anonymity, told Meduza that Prigozhin was in the capital on Wednesday to meet with Moscow officials about his longtime catering business, Concord Catering, which had previously received lucrative government contracts.

Two sources close to the Kremlin said they were surprised that Prigozhin continued to have business in Russia even after the failed mutiny, with one insider telling Meduza: “Why would he need catering contracts here, and with such risks?”

The Justice Department in 2018 indicted Mr. Prigozhin, the Internet Research Agency and others on charges of interfering with the 2016 U.S. presidential election. (The case was dropped in early 2020 over worries it could expose classified material.)

Mr. Prigozhin basked in the accusations. “We have interfered, we are interfering and we will continue to interfere,” he said in 2022. After the FBI put Mr. Prigozhin on its most-wanted list and the Treasury Department placed him under additional sanctions, Mr. Prigozhin seemed unfazed.

“Americans are very impressionable people,” he was quoted telling the RIA Novosti news agency at the time. “They see what they want to see. … If they want to see the devil, let them see him.”
